100 accuracy =/= 100% accurate. I think it goes up to 120 accuracy (or even 150?), and even those moves are not 100% accurate (or at least, I've missed while using a 120 accuracy move before). I don't fully understand the accuracy scale, or how it relates to percentages, but I thought I should at least point that out. :P However, 100 isn't low, either. It will make Thunder just as reliable as any other move.
I think Iron Tail is a good move for a Raichu, because it will allow it to deal with types it's usual moves (Electric/Normal) don't have much effect on.
As for the trading... you can't trade between gen 3 and gen 4. You can only import from 3 to 4, through the Pal Park, and you need to beat the league and update your pokedex to gain access to it. So... you won't be able to get an Espeon that way.
I think I understood what you meant, anyway. Having 100 accuracy really doesn't guarantee being 100% accurate, if there's a sand-attack or something equivalent involved, or the enemy pokemon has been boosting Evasion. Thanks for the reminder.
