City of Pittsburgh Taxes

I've finally managed to get my employer to understand that I neither live nor work in the city, so therefore don't have to pay the 3% city taxes. However, it wasn't soon enough and now I have to beg the city finance department for a refund. When I sent in amended tax forms, it took them a little over a month to send me a refund check. I'm not sure if the timing makes a difference, but I sent in my forms during the summer and not during tax season.

I thought that was the end of it, but no. In January, the city sent me a tax form that I need to add to my 1040*. So don't be surprised if you get something similar in the mail next year.

Backstory: My employer overstated my earnings on my W-2 and I ended up paying more taxes than I needed to. I sent in amended forms, got a $20 refund from the city, and now the city is telling me that I need to claim my refund on my tax forms. Has this happened to anyone else? Is this even legal? I haven't received anything like this from the state and federal tax bureaus, both of which sent me bigger refund checks.
