City of Pittsburgh Taxes

I've finally managed to get my employer to understand that I neither live nor work in the city, so therefore don't have to pay the 3% city taxes. However, it wasn't soon enough and now I have to beg the city finance department for a refund. I've filled out all the forms, had them signed and stamped by my local tax office as proof, and mailed them off into oblivion. Unfortunately, I can't find anything about how long it'll take and their phone numbers are useless...No people, just leave a message and we may get back to you eventually.

So I'm wondering if anyone has had to do this and if so, how long did it take for them to refund you?
