[The following can be heard in a calm, conversational tone.]
It's a really bizarre phenomena. Not even the machines in mine that make fog are capable of making people hallucinate.
My best guess is that someone created a really complex dry ice machine that produces that kind of fog, but how would that be possible? [Clearly sounds like he doesn't really believe what he's saying.] It would take a lot of power at least--and it would possibly wipe out some of the city's electricity.
And this city's pretty big. I haven't seen a flickering light bulb while I was out last night... Have you noticed anything like that, sir?
From what I've seen of this city, there are only a few light bulbs in the first place. Paixao doesn't seem to have much use for electricity.
A fog machine may well be the culprit, though in a place where so few things are natural, it would be difficult to tell just which one of them would be the source.

Considering the effects said phenomena appears to have on the residents, I suggest it may be something from Halloween Town. Have you considered such a possibility?
Then again, new patrons are arriving daily. It may be that one of the new arrivals is, purposely or not, having an effect on the atmosphere of Paixao. Given the number of various and strange worlds other citizens hail from, it doesn't sound so far-fetched.
[Like, Jack Skellington's Halloween Town? Up goes the eyebrow of attentiveness in this photo. Naturally, he will conceal the fourth wall knowledge from this guy. The alternative Ohhh, I've seen that in a movie approach won't go over smoothly, so he calculates.]
That would make sense. Some people associate fog with Halloween. I didn't even know a place like that existed around here. Might be worth looking into.
As for one person causing it alone? Well, given that there's a lot about Paixao that's bogus, I can agree with you on that.

I'd be cautious as far as explorations go. I've heard there's some rather nasty bogies running around Halloween Town, and that's not counting the indigenous population.
-Luxord paused a moment, scratching at his goatee thoughtfully.- I'd suggest you not go alone, just in case. As for the individual scenario, I've been looking into it, myself, but without much information on a number of Paixao residents, I've hit a dead-end. This place is far to big to keep track of.
-His own expression was rather casual and nonchalant in the dark ruby dress-shirt he wore, but there was a thoughtfulness about it when the photo changed.-
[Jake nodded thoughtfully as he was dressed in some dark colored hand-me-downs that he bought from the gypsies. Not puffy at the long sleeves of the turtleneck he wore.]
Don't think I'd want to be on my own in such a place. Halloween is supposed to be scary...
I've already got a plan to do some investigating with someone later on. I'll be sure to invite my good friend along too. [Beat. He pauses, considering.] You're welcome to come along if you want to.
[Jake sounded casual as well about this. This was probably a risky move, but if he could root out one more person, to know if he had a Yeerk or not...]
