You know, it's probably impossible but I wish the way votes were counted was reformed a bit, like, if you don't vote or vote "abstain" then it decreases the vote pool. So if you've got 100 members, and 20 don't vote, 45 vote yes and 35 no, then the measure passes by a simple majority (because the total votes are now 80 so anything over 40 is a majority) :P

Incidentally, what IS Rick Noriega up to these days? I'm convinced Obama will appoint him to something what with him being 1)Hispanic 2) A Vet 3)From a state that might become a battleground soon and 4) a really, really great way to make Big John's head explode.
