Setting aside for a moment the heinous way the authorities got the child in the first place -- if she and her mum have relatives in Italy, why was she ever spending substantial time in care in the UK?

I get that. The "she" I was referring to was the baby. I'm just confused why the child wasn't handed over to family or the family friend that volunteered to take her. Why is she still in care after 15 months? Why was she in care for more than a few days if friends and relatives were willing to take her? That seems wrong and bizarre, completely aside from the way her mum was treated.
