Former dhs worker here. A judge will laugh that out of court and also slap her with something for threats. Every call should be treated as real no matter what.
And no matter how much money or influence a parent has. Not doing so is how you get dead kids. Every call is real until proven not.

However I do think DHS should do something about obvious prank calls, like police do.

Calling emergency services for pranks (be it police, swat or DHS) is a drain on resources and can be very dangerous.

Be mad at whoever called, be upset by the implication or being woken up or whatever the fuck, but do NOT be mad at CPS for doing their job and taking it seriously.

CPS has to investigate every call they get. It sucks that someone called in a report on her as a prank, but it’s not CPS’s fault.
