Former dhs worker here. A judge will laugh that out of court and also slap her with something for threats. Every call should be treated as real no matter what.
And no matter how much money or influence a parent has. Not doing so is how you get dead kids. Every call is real until proven not.

However I do think DHS should do something about obvious prank calls, like police do.

Calling emergency services for pranks (be it police, swat or DHS) is a drain on resources and can be very dangerous.

Yeah every call should be treated as real but when proven fake there should be an investigation to find the culprit. It should be illegal as it is a waste of public resources, a hefty fine or community service.

There are (atleast in my state) and prosecution for false reporting. They also have to pay restitution for the cost of wages for the victim, the agency, and the investigation.
