I honestly imagine that looking like garbage, why not just bring the person in. Not blaming SAG but how they had to fight for this that kind of doesn't make sense at first glance. Dan Murrell, we need your help!

Sets must have proper hair & makeup services for all performers, including those with diverse & textured hair & complexions.

My concern about this one is that they will either try not to hire POC actors so they can avoid paying for a second makeup/hair person or they will create some half assed certification/approval process that lets makeup & hair people say that they are ~qualified but doesn't actually mean squat (in other words, they will keep hiring white hair/makeup people who don't know how to deal with POC but the onus is no longer on the studio because they hired someone who claimed they were capable of doing it).
