the man himself, Rusty T. Davies, actually.

he told us via one of the specials box set extra
thingies, that it was heavy implied that the woman
in white was indeed The Doctor's mum. But it was
never outright said for SOME Moffat-y reason
(ie just in case he wanted to change her into
being something else to The Doctor).
