Is there actual dirty stuff that needs cleaning or just smells? If just smells, I might consider a spray de-odouriser instead? That would not need to dry out and you can reach areas more easily with a spray
I'd be thinking of a spray here. Disinfectant spray to kill germs, and some aerosoled peppermint essential oil (no good on its own but might help as part of other stuff you're doing) to dissuade mice? That was you can just spray stuff in, it won't soak the fluffy underlay, and you can get it to back corners without reaching. Disinfectant spray readily available in shops, and you can buy a diffuser like this for a quid, then put in a mix of peppermint oil and water
I'd prep by sweeping out as much crud from under there with a broom/duster firmly attached to a poking implement
Seeing as I've done extreme cleaning for other people with much worse mess/dirt than I have (by a factor of 5 or more), I'm unwilling to do that!! Other people's mess is a lot easier to cope with though.
I have been musing on this. I spend most of my day musing. And I have found myslf wondering if mouthwash might be the answer.
After you have swept out as much as you can reach of the area and cleaned it then how about spraying mouthwash? Mice don't like that minty fresh smell and I have a vague feeling that it may be useful in killing any bacteria that are lurking. It might also be easier to distribute mouthwash over an area than dabs of toothpaste.

Apparently mice don't like mint, so you could dab some toothpaste on the back of the panel before you put it back on and see if it helps deter them.
