Fuck if I know the right answer. I mean, my usual answer is to tear people's heads off. I often get away with that. I think I am getting bored with it, though. Lately, I am voting "shut up and take it" as, even when you win when you fight back, you ultimately actually end up losing.
I have done it both ways and really, this is your only time to get that stuff settled. Be honest, professional but don't hold back. If you are in a job where you really have to hold back, you have a problem greater than being badly regarded for having issues. BTW, you never told me the kind of stuff you do there. Char told me it is like what we do. Is it? Whatcha doooo??
True that - after all, it's supposed to be the one time when we can officially settle issues for the past year and move formward to the next one - I suppose letting stuff fester would be counter productive

It really depends on what kind of boss you have and if this is a private eval or if you are being scrutinized by a board of suits. If you have the kind of boss I had (until recently, thank goddess), then she is terrifying and makes you want to wet your pants whenever she calls you into her office, but if you stand up for yourself and have legitimate complaints, she will listen and respect you all that much more. If you have being evaluated by several people all at once, and you have bones to pick with paticular people, I would address those paticular people personally and not in front of anyone else, that's just humiliating. If you are unsure of your situation, in doubt in any way, while you are being evaluated, politely ask when you will get an opportunity to evaluate back.
TAKE the chance, don't wait for them to give you an opening. Don't jump right into it, but if you feel you are coming to a close of the evaluation and they have not asked you for feedback, or if you have any questions, just mention that you would also like an opportunity to provide feedback. Stay positive in whatever you say when you ask, so they know you are not just wanting to bitch, but actually have something to say that will improve the work environment (can you tell I used to manage people?) ;)
