In my opinion it's all moot anyway, since Hiashi wouldn't want Neji marrying his children, period. The Hyuuga probably practice intrafamilial marriage to an extent, but considering the identical genes shared by Hiashi and Hizashi the risk of complications is just too great, especially if inbreeding has occured within the past few generations.

The most obvious point would be that Hinata, as the oldest, is the heir to the Hyuuga house, so to speak. Neji could marry Hanabi, but some good that would do assuming Hinata is able to take the title of 'head.' When that happens, Hanabi will be cursed, just like Hizashi was ( ... )

Actually Hinata isn’t the heiress of the Hyuga Clan anymore. She is the former heiress though. While Hinata is the oldest and her birthright was her being the heiress, it was taken away. Hiashi deemed Hinata unfit as heir so he gave that title to Hanabi making her the heiress and not Hinata. This happened when they were still children. This is also one of the reasons why Hinata had been allowed to marry Naruto and become a part of the Uzumaki Clan. If Hinata were still heiress, she most likely wouldn’t have been allowed to marry outside her clan. If they did, Naruto would have to give up the Uzumaki name and join the Hyuga Clan ( ... )
