There's a girl who comes to the Texas Renaissance Festival every year with a cloak very similar to that one.

And thanks for the Witch Bottles link. I was pondering making some creepy bottles to put in my gypsy wagon this year (seeing as how I now have windows and doors, yay!), these would be perfect!
