Can you bribe Rowan to do it with some scissors you 'accidentally' left out, and not dob you in?

LOL, j/k, I'd never trust Alastair with scissors. But it would be funny!

NO! Then it would be all jagged and messy and he would refuse to get it fixed!

Sheesh, so he wouldn't even get it cut to fix a toddler disaster!?

Well, he might. I am not entirely sure. All I am going on is when he refused to let me even the ends up when his mother hacked off a bit in a joke that had gone too far. I think he was sulking about the extreme insult of her actually doing it . .. which I totally agree with. She went WAY too far on that one. You can give someone shit all you like about cutting their hair but actually doing it against their will is just wrong. Anyway, I don't know for sure how he would react to a toddler incident. But we won't find out because of what I just said about violating someone's rights.

Can you convince him to at least trim a few inches off for the sake of marital harmony and the health of the hair? Maybe start with getting maybe 1/3 or 1/2 of it cut off, then work on the rest by continually pointing out how much healthier it looks after the first trim?

Bwahahaha, you obviously do not know my husband very well. ;) He doesn't actually care what it looks like. Its long because he couldn't be assed doing anything with it. I know, it makes no sense, but that's him. Extreme GEEK!

Ahhh, that kind of geek mindset... righto. Ok, does he do regular hair upkeep stuff like washing and brushing it? If so, maybe you could try the time saving factor of shorter hair. Take the 15-20 minutes to get it cut and then save yourself x minutes per day/week/whatever? Knowing most males though this may not work as time saved later doesn't mean as much as time saved now *sigh*. There is also the option of telling him that he doesn't actually have to do anything himself, he can just sit at his computer or wherever with his back to you and let you cut his hair. Absolutely no effort required on his part so the can't-be-assed excuse fails in that area :-)

Tried all that ... although, I did not offer to cut it myself because that would be a disaster. However, we have a friend who could do it for him if I asked nicely. None of it has worked, though. He is a stubborn one.
