One thing you might try is sending a complaint to the state Attorney General's office. My phone number used to belong to someone who apparently didn't pay their bills, and so I used to get a bunch of collections-type calls. Eventually I got fed up with it enough that I used the state do-not-call registry to get the attorney general's office to send them a letter, and I haven't heard anything since.
