A paid account gets 30 base. They can buy an add-on that takes them *up to* 100 userpics. It doesn't give them 100 userpics on top of the base 30. So without Loyalty Userpics, an paid account can only ever have 100 total userpics if they have the userpic add-on.
I'm not against making changes to the FAQ but...in my mind the FAQ is not actually that confusing - it just takes a little bit of reading to get your mind around it, and your changes make it more complicated (for me at least - but that could just be because I'm so used to the FAQ by now that I could practically recite it word for word).

You receive an additional userpic for each of the following, up to a maximum of 140 total userpics:
...should be altered as what this sentence and it's surrounding context doesn't point out, is that unless you also buy the add-on you will never reach 140 just by buying more paid time. As the entire section is headed "Loyalty Userpics" I think it makes more sense if the section deals with them exclusively.
I also see that the way I've written my suggestions may be quite confusing, as they kind of developed as I went along. My suggested text in the 'Firstly' section now seems downright weird, as I said "30-70 userpics" for paid accounts, which would be highly confusing as it ignores the add-on.
If I wish to refine this should I edit the original to make it clearer, or add comments to sort it out?
Edit your original proposal, then answer "integrated suggested changes" to the appropriate comment. Makes it easier when it takes time to decide and actually edit the FAQ than poring over a half-dozen comments that may suggest overlapping, conflicting changes. :-)
Heeee, Pau beat me to it. Yes, it's better to edit your original entry, so that the FAQ editors can see what you wanted to write, specifically, and there's no need for them to rake through comments. ^_^
I think it might also be worth pointing out that there *is* no maximum number of Loyalty Userpics you can get. The number commonly quoted as the maximum is merely the number you'd get if you paid for enough time to go back to when LJ began. It's actually possible for a Paid user to get more userpics than a Permanent user if they pay enough
