If you use Babs as Batgirl, then Dick would be Robin definitely. Her career was mostly over by the time Tim showed up in town. I've forgotten what the age difference is supposed to be between her and Dick. I think she was a few years older than him?
Dick Grayson was Robin when Barbara Gordon was Batgirl. :D (I am a Batman addict lol.) The age difference is usually placed between six to eight years depending, it gets a little fuzzy there. I think the six is the preferred estimate.
Dick was late high-school age when Barbara became Batgirl, and was in college when she went to Congress.
Barbara was "head librarian" at the Downtown Gotham City Library when she debuted, but this was quickly and quietly dropped to just "librarian" when the writers realized how old she'd have to be for the top position. So let's go with a minimum of 25 when she started, and thus seven years older than Dick.
Most likely it would have been Dick, but it could also have been Jason Todd. She was semi-retired by then, but still broke out the old Batgirl costume for various missions. There were some scans a while back on scans_daily of Jason hitting on her, at any rate.
She was shot by the Joker either a little before or a little after "A Death in the Family," where Jason Todd was killed. I'm a bit sketchy on which, and with all the retcons, who can keep track anymore? But I do know her forced and permanent (hah, yay for Oracle! Takes more than being a paraplegic to keep Babs down!) retirement happened before "A Lonely Place of Dying," which was Tim's introductory arc.
She's supposed to be six years older than Dick, but that fluctuates, because, y'know, comics.
