To the extent of my knowledge, Babs was already Oracle by the time Tim appeared. She was definitely in her wheelchair by the time Jason died. Although that might not apply to Smallville continuity.

For the record, the Batgirl to Tim's Robin is Cassandra Cain in continuity proper.
