Dropped out

The bottom just dropped out here, with a little lightning to go with it. Explains why the "severe thunderstorm watch" email came through an hour or so ago. Thankfully it's supposed to cool things down. Unfortunately the husband got stuck commuting in the heat today

Our agency is the same with but with respect to drafting regulations. It usually takes YEARS to draft regulations and then to shepherd them through all the various procedural steps, but we experience arbitrary bursts of frenzied activity when the higher-ups want to see a particular regulation MOVE. Almost invariably, they'll lose interest in the particular regulation before it is finished, and then some months later they'll again want to see it MOVE.

Under Trump this process became even more frenzied because at first the White House hated regulations and wanted us to find old regulations we could delete ... but then they came around to the idea that regulations were the only way to bypass a Democratic Congress. I'm pretty sure we spent more time on regulations during Trump's last two years than we ever did before, even hiring additional staff more quickly than I've ever seen before for the sole purpose of staffing them on regulations.
