Why do you need samples of our hair?

Cloning! Oooh, hadn't heard that one yet. Let me make a note of that. And evidence planting. Very good, very good. Hair also contains a "record" of any drugs taken into the body while the hair was being produced. You probably know the poppy seed muffin stories. We could be investigating drug abuse in the City. Clean up these streets, take a bite out of crime, etc.

Then why not say so? What I'm suspicious of is not the action but the secrecy of your intentions. If your motives are benign, then there's no reason to hide them from us. Petty power play I understand. Your refusal to answer a simple question baffles me.
