In the late 1980s, the legal services sector represented slightly more than 2% of GDP (the same percentage as in the mid-1970s). As of 2009, that figure had declined to 1.37%.

That is not something I would have bet on.

I'd wonder if there's been a shift in what's considered 'service sector'. Are they classifying McDonalds as a manufacturing company since they assemble burgers from smaller parts?

Apparently, a substantial amount of routine legal work is now offshored to India. The $163 billion number they mention would add about 1.1% to that 1.37%.
