I suspect it's to calm down civilians because we've been dropping bombs in northern Pakistan quite consistently. Pakistani civilians get hysterical over nothing, so keeping them pacified is not a bad thing if our attacks from over the northern border are to continue.

We've "been dropping bombs in North Pakistan quite consistently," yes, but we have not been given formal permission by Pakistan to pursue the Terrorists into North West Pakistan. Absent either transit rights from or a war against Pakistan, it could be argued that everything we're doing in NW Pakistan is shameful and illegal. It's important that the Pakistanis either drive the Terrorists out themselves, or cede us the right to do it for them.
