1. Along the same lines you have the Popcorn Festival in Marion Ohio, the Strawberry Festival in Buchanan, WV.

2. Small town lunch counters are a good place to get local color, as well as barbershops, and bars.

3. Route 66 is supposed to be a fascinating way to see a lot of the country.

4. in NY (and most cities) there are all kinds of events in the parks, many of which are free, and celebrate the culture.

Just some initial thoughts... I'll keep thinking about it.

I can't make too many suggestions about places, having only ever visited a couple of places in Colorado, Washington State and Houston, but I'm just wondering whether you've read "Zen and the Art of Motorcycle Maintanence" or seen the "Log Way Around" series? Both feature motorcycle journey across the United States, and may provide some inspiration.

Philadelphia is forever having parades - Polaski Day, Von Stueben, St Patrick's etc etc. However, the best really local flavor parade is the Mummers' Parade on New Year's Day is (next to sports,) the heart and soul of Philadelphia ...

edit*just back from dinner with Mom: she suggests Bastille Day at (old) Eastern State Prison on Fairmont Ave. They throw Tastykakes from the wall and decapitate a watermelon. It is very Philly.
