As for the rest, I'm kind of on the fence, though I do understand where you're coming from. That should make this rather interesting, don't you think?
[I will use my own OC Juliana (who is not necessarily named after the El Fili character) for this discussion, though, for the sake of simplicity. I feel uncomfortable using Rosa, as she is your character. I'll pick up a few points and run before my comment ends up longer than your post.)

Rosa would probably work with passive aggression, but it might be something that depends on the person she's talking to. I think the Philippines is someone who is naturally pleasant and hospitable until pissed off.

And we all know most Filipinas who have lots of names have got to have a Maria, or a Marie, or a Mary in there somewhere, so I thought it'd be a pretty generic fit. ^^

This is exactly the main reason why I don't think the name Maria Clara "fits" a female personification of an OC Philippines. The irony is that every personification is, in essence, an idealization of a nation, but somehow for me "Maria Clara" is not the name that immediately comes to mind. It's actually a very logical choice and I'm not trying to put down anyone who thinks otherwise, but IMHO I don't think the name goes far enough to truly encompass the immense complexities of what a Philippines personification is in the same way that "Kiku Honda" symbolically does for Japan. When it comes to name choice, anything goes because it's really one of the most subjective aspects of forming a headcanon ( ... )

I dunno...Just the fact that the Philippines has slid so many issues under the rug makes me imagine her being somewhat emotionally unstable in that sense that a small issue can usually set her off. All due to the pent up emotions and tensions she's had for so long from past issues. Sad thing is, she's always tries to avoid any sort of conflict. There'll be a time though, when everything she's stored up will overflow. Just a small thing can cause that to happen.
I remember my dad saying how Americans and British people are more frank and that we Filipinos can't be like that 'cause we're afraid of conflict. Aaahhh...just an idea.
