As for the rest, I'm kind of on the fence, though I do understand where you're coming from. That should make this rather interesting, don't you think?
[I will use my own OC Juliana (who is not necessarily named after the El Fili character) for this discussion, though, for the sake of simplicity. I feel uncomfortable using Rosa, as she is your character. I'll pick up a few points and run before my comment ends up longer than your post.)
Since Manila is one of the most polluted cities in the world, Rosa suffers from asthma.
I never thought of it that way. It definitely sounds like it could work, though we do have to remember that smoke pollution is concentrated in Manila. Trash is a bigger problem. Waaay bigger.
She’s a quick learner, but she also forgotten many of her past since there are very few surviving writings about her past.
I'm convinced that the Philippines (in any sex and form) is someone who generally has excellent memory, especially for emotionally charged settings. The Philippines remembers everything, but some memories are more vivid than others, so others are left in the dust, waiting for Juliana or Juan to come back and put it back into her pocket. The memory is always there, but if it's irrelevant, then why pick it up?
[Not everyone in the world learns that everything and everyone is important, after all.)
I think that's a major flaw in Juliana. She doesn't consider everything in an equation because she doesn't consider many things altogether important, and will often be distracted by what she wants over what she needs.
So... forgetfulness? Not necessarily. More like a selective memory.
She still dislikes Spain... is good friends with Japan and America... plays mmos with South Korea... bitter with China... married to Brunei... unrequited love with Mexico...
I disagree with this for several reasons.
For one, not a lot of people in Manila actually care for Spain anymore. The fact that the Spanish colonized us is textbook knowledge that any kid can rattle off. I think that we're more against the abuse than the actual people or the country.
Which is completely different when we start talking about Japan and America. The bad things that came with the American occupation are, more often than not, swept under the rug out of politeness. I'm sure that Juliana remembers these things, but is choosing to disregard them for the time being, if only because she can't help herself when imports from Western countries are put in front of her. She'll get all she can get: television, movies, clothing, food. If she brings colonization up in conversation, it'll only be slapped back at her face.
[I believe that she has a tendency of making fun of Westerners when she's surrounded by her own people, though)
As for Japan, a lot of things are kept out of polite conversation. She's naturally distrustful of him, but she's more than willing to just talk to him and whatever. It will obviously get awkward.
Right on with South Korea, though.
I think that marriage with Brunei was basically thrown out the window when Spain came over (I assume that you are referring to Pre-Hispanic history).
As for an unrequited love for Mexico: a strong crush sounds plausible, but our time hanging with him was just too short for anything to develop. They were both young back then, and their mindset would automatically make them think of each other as siblings. They are connected through Spain, after all, and he would have introduced them as family.

Rosa would probably work with passive aggression, but it might be something that depends on the person she's talking to. I think the Philippines is someone who is naturally pleasant and hospitable until pissed off.
