and me and a friend translated the text above her and HK and it says something like sneaky whispering; it makes sense for HK to be secretly asking one of his people to give China a discount on what he's getting, after what HK's saying about treating him in the next panel...

I might be wrong sice my Japanese is big fail, but I think what Macao is saying on p. 88, first panel is "you should let your beloved children go on a journey". In other words, "if you love somebody, set them free".
