Fail!anon fails. I wrote this after reading a request for North Italy/Germany, but when I went back to the request in my bookmarks, I saw that it had a fill already. So I'm not sure if this is the request I meant to fill, but here it is anyhow. Second fill for this request from part 2:

Ah, that line! Well, you know, Feliciano really wanted this--but he couldn't take advantage of Ludwig's adherence to rules and regulations. And it wouldn't have been fun for him if Ludwig wasn't into it, too. ♥
