On page 410 of 1990 of HR 3962. Trying to read the entire health care bill. My eyes burn and my mind is rebelling against me. I swear lawyers and congresscritters love writing shit in the most obtuse and confusing way possible.

I think it's just to mind fuck people that they write this way.
