Of course Mary Poppins is a Time Lord. The fact that her bag is a TARDIS is something I've been saying for years. But then, every self-respecting woman's handbag is much bigger on the inside.

I think they're all made like that. It's a matter of getting the hang of using them right. See, most women have an innate ability to fold space, which is usually manifested in the way they pack handbags - more stuff goes inside than there is room for. Try it, it's a matter of practice.
And btw, one of my favourite bits of the last Happy Rotter book is where Hermione finally figures out how to take this to its logical conclusion with magic.
