Short answer - no.
Slightly longer answer - sometimes, after formal proceedures have taken place.
If there is disagreement or a law broken or the like, then the official way to deal with it is via juris draconis or less commonly, with the appropriate challenge for their oath. In which case, you can call these things on any member of the OD, but any "punishment" would be decided by the juris and likely carried out by their own academy.
