Like most of the Requiem books, the Dracul legal system is written from the point of view of a TT style single Academy.
However the following 'should' apply:
Your rank in Coils is universal. The respect it grants is based on your mastery of the vampiric curse.
Your Oath transcends Academy boundries - those who have sworn a Great Oath answer ultimately to the Brides.
Disagreements between two Dragons can be settled by Juris Draconis, regardless of Academy and the same applies for Code Duello, Mystery Debate and Tests of the Dying Light.
HOWEVER
The Principa Draconis applies. If you bitch-slap someone from another Academy, you had better be prepared to take the consequences. Ultimately, whether or not you get into trouble depends on whether or not the *other* academy believes you were in the right.
For example: during court there is a danger to the Great Work, Dragon A, Sworn of the Axe decides a course of action and orders is to be followed. Dragon B, unsworn of another academy refuses to do so.
Dragon B has comitted a breach of obedience and should face discipline/punishment. However, the 'correct' thing to do would be to make the Axe of Dragon B's Academy aware of what happened and if necessary initiate action against them through the relevant channels of Dragon B's Academy.
While Directly slapping Dragon B down might not be 'illegal', it would probably cause a great deal of upset and friction between Academies.
Ultimately, it falls down to the 'accept the consequences of your actions' thing.
Unless you are talking about IoD, in which case there is a whole lot of argument over what is 'proper' and everyone will get very upset and declare war on each other ;) These things should be matters for interesting debate, however the IoD does not do well with 'resolving cannon issues'
