I think it makes sense not to wear something too distracting to school. In my school days, I definitely was okay in casual lolita and there were a few weeaboos who got away with shitty cosplay. But overall, they a were all pretty-toned down things (namely, the cosplays were so bad everyone thought they were just crappy clothes ( ... )

School is for education and little else.

Just wear something quiet and get through the worst years like anyone else and let your freak flag fly on the weekends. Honestly its not all that much trouble to have a "Normal wardrobe" and it certainly won't destroy your soul and toning your dress sense down is good practice for things like Dull student job interviews, funerals, and other formal occasions.

This. It's possible to not wear jeans and a t-shirt and still be comfortable with the way you dress and your modesty levels/personal style. I got away with wearing some pretty out there stuff, because nobody really noticed that "OMG She's dressed funny". It helped that the sewing class required you to wear your projects to school once finished, so we'd have days where everybody was in pajama pants, or weird LotR frocks or what have you.

Well, she was entitled. The idea that regardless of rules you should still be able to wear what you want is entitled, deflecting it on to other students is besides the point: if they are wearing ass less shorts then they will get pulled up about it by someone with the authority to do so, its not her call to comment on what others may or may not be wearing.
