I think it makes sense not to wear something too distracting to school. In my school days, I definitely was okay in casual lolita and there were a few weeaboos who got away with shitty cosplay. But overall, they a were all pretty-toned down things (namely, the cosplays were so bad everyone thought they were just crappy clothes).

I do recall a few instances where people got pulled out for distracting clothing. Once was with a guy who was wearing extreme "gangster" like clothing and it was making a lot of people uncomfortable because his ass was hanging out. Another time was when a girl wore a formal dress (like a prom dress) to school and she got pulled out because it was definitely distracting and impeding on other people because the skirt on that thing was massive.

I mostly just wanted to be comfortable while sitting in classrooms for 6 hours a day and if a lolita outfit happened to fall under that category, so be it. But seriously people, it's just school. When you graduate, you have your whole life ahead of you to dress however you want.
