I have a question for the Quebecois. What does "Quebec libre sti" mean? Well, okay, I know what "Quebec" and "libre" mean, so really, I just can't figure out what "sti" means. Merci!

Yes, but using "Free Quebec" as adjective-noun, not as verb-noun. So you would have "A Free Quebec, damnit!".
