Why would people put party hats - like the pointed cone ones you get for birthdays/new years - on roadkill?

I saw two dead raccoons on a country road yesterday, a few miles apart, and both had party hats on.

This afternoon at approximately 4 pm, April Danielle Jillson died in a car crash, in London Ontario.

She was my sister.

I love you April. I miss you.
