To answer your question, it's because Kendra and Faith had Watchers. I was still in jolly old England.

Faith's Watcher was dead. And then they sent an evil Watcher to take her place. And Kendra? C'mon, with her Slayer Handbook? She needed to let loose a bit, maybe stick around for awhile, too.

There is-- or rather, was-- a hierarchy there, as you said. Others were in line to be assigned a Slayer before me. And really, I don't think I'd have been of any help with Kendra at that time.
