I have the german edition, but I guess it will also be on your 1st commentary dvd. it's almost at the end of the "book to movie" documentary, just like the legolas-bit.

It makes sense, since the books never claim that Sauron is just an eye in those last months.
If I remember right Gollum once describes him as in normal form, just missing a finger

I have to say that the flaming eye was the bit about the movies I had the most problems with. especially in ROTK, I often had to think of a search light rather than a villain...
