It could be a number of things, but after it stops raining, when it's light out, go outside and examine the area around the window and up to the gutter.
With strongly directional rain, sometimes the wind will lift the shingles on the edge of the roof. Then water gets underneath and gets down into the wall. Then it gets out at the nearest opening below, like around the window.
The fix is to seal the shingles above.
That's one possibility. The person to call is a roofer. He should be able to tell you where the water is getting in.
Another thing to worry about is improper structure above the window, inside the wall. The diagnosis for this is not stress free. They would have to open up your wall and look inside. So, let's hope it's the wind and the shingles.
I don't think it's the shingles, but a section of the siding is loose, and apparently other folks in the neighborhood have experienced simliar problems because the builders didn't seal things properly. We're going to take a look at it tomorrow, and then maybe call in an expert.
Another option is that the gutter downpipe is blocked by something like decayed leaves, and the window is the point where the backflow is going. If that's the case it's an easy fix although not one you want to attend to in the foul weather. Good luck getting it sorted.
We are definitely going to get an expert in to check/fix it. We called our insurance agent, and he recommended someone. Plus, we found out from our neighbors tonight that the previous owners fought tooth and nail for getting it fixed for a while, so it's definitely a thing. We'll just have to do the best we can.
