When I feed Alice, she wants to grab the spoon. It's not because she wants to feed herself; it's because she wants the spoon as a toy. If I let her grab it, feeding stops and a large mess happens as she waves it around. It's also very difficult to get it away from her, and she yells when I do. She snags the first, you feed with the second. If she tries to grab the second, go for the first spoon which she'll then defend because you're trying to take it away.
And make that spoon a game. Try to gently snag it and she'll keep it away from mommy because that's fun, and in the meantime you're getting food into her with the proper spoon.
(It may help to have the primary "feeding" spoon a dull and uninteresting color.)

Though all I can think of with the "give her something that makes noise" is "give the kid a squeak-toy" like I do with my dog. ^^ You probably meant a rattle though, especially as little kids can't easily squeak a squeak-toy. ^^;;

I'd wonder why no one's created a webcomic based on raising an infant to toddler except parents (who have all that experience) don't have any time to draw! ^^
