We all pay to execute a primary. First, there are the endless appeals while the primary sits getting fat and happy on death row getting marriage proposals from nutjobs. Then there is the extravagant last meal. Flying in the appropriate clergy to administer last rites costs. The electricity to execute the primary doesn't grow on trees, so that's a cost. Then there is disposing of the primary's cold, dead, body, digging a hole and dumping it into a potter's grave.
