He might not seem like the type to help us, given that he takes things. However, if you flip the chessboard, he returns us what was taken. Perhaps while the town has the power to give us things back gradually, he has the power to return it right away, but at a cost. That is quite a strong power.

Somehow, I wouldn't doubt it. Yes, but if everyone in the town leaves, he doesn't have anyone giving him things at the post. Unless everyone who wants to leave is sacrificing everyone that stays then... that's bad.

Basically, yes. That's my thought, there has to be something in it for him, people don't just do things for no reason. It's going to be something big, something that's going to affect everyone, even if they vote "no" or don't vote at all.
