After talking to Bel about her attempt to talk some sense into Phoebe, Piper let him shimmer her back to her room so they could check the Book of Shadows for information about the Sea Hag. Piper was determined to get her sister back, no matter what.
Piper began flipping pages until she found an entry on the Sea Hag. "It says here that the Sea Hag will transform immortal creatures into humans...for a price. Often a soul..."
She peered at Bel. "Please tell me you're not thinking of offering your soul to save Phoebe?"
"If you do that, Phoebe really won't forgive you," Piper said as she continued reading. "Apparently, she has a lair in a cavern deep in the ocean and it's protected by charms."
After another futile look around Selkie Cove, Lana decided to see if she could find Piper. If nothing else she could at least tell her that Bel was up to something stupid.
Lana opened the door. "It's Lana. I just wondered if you'd seen Phoebe. She's not at Selkie Cove and - Oh." She stopped short when she saw Bel. "You're here."

Bel had opened his senses to try to locate the Sea Hag and wasn't expecting Lana to be so bold as to jump the shimmer. He homed in on the Sea Hag and took Piper and Lana with him. When they reappeared in the rocky cavern, he grabbed Lana by the shoulders and shook her. "What the hell do you think you're doing?" he said angrily.
