Community service, foster families....ok, and volunteers

Let me take the most irritating first....a couple signed up to be foster parents to our kittens and cats. However, they don't want to foster the tiny kittens, or even the ones almost ready to be made adoptable. Only the already adoptable ones. Like the ones in my kitten room, who have a huge room to play in, lots of toys, more than enough food

Can you "fail" someone for their community service?

I'm really curious now what Ms. Broom-boom-boom did to wind up doing community service. Somehow she doesn't strike me as the burglary or car-jacking type.

Seconding the question if you can 'fail' someone's community service. They are supposed to be working for you via court order. I would suppose that if y'all don't sign their paperwork or complain to their parole officer or contact someone, they could be in deep poop. Some of them might end up having to do jail time.
