Steve is a god who has more compassion for his subjects than some of this brothers (idk - the Avengers, maybe? The older Invaders? Whatever.) As a result, he keeps falling in love with the silly humans.

Steve was in heaven.
Well, not completely. At least not what the mortals thought of as heaven. He was partially still in the realm of the gods and now also partially in the realm of humans, splitting his attention between the two as he trotted along at Bucky's side.
He was, admittedly, paying a little more attention to the mortal plane at the moment.
Steve was in his own personal heaven because he was finally here, finally getting to touch Bucky and hear Bucky and smell Bucky and taste Bucky and nothing on his plane could ever compare to this. Bucky's voice was rough and low, his hands gentle and tender, and gods he smelled amazing. Like metal and dirt and gunpowder and so human Steve was worried that his insufficient olfactory system was going to shut down.
"...is that a dog"No, Dugan," Bucky replied, and Steve's ears perked up just at the sound of his voice, "It's a rare Italian squirrel. They grow huge this time of year

"Cap! C'mon, boy, get outta there."
Bucky watched amusedly as Cap continued snuffling around in his clothes for a few more seconds before bounding over to his side, tail wagging excitedly. It had taken just over a week to get back to base and the dog had been with Bucky the entire time: curling up next to him to sleep at night, laying at his feet around the camp, trotting along behind him obediently as they made their way through the mountains.
He'd been worried, at first, wondering if it was a good idea to bring an untrained dog with them when they were supposed to be staying hidden, but Cap had turned out to be the perfect covert-ops dog. He stayed quiet and didn't move when they had to lay low, wasn't bothered by gunfire and had even leapt into the fray during one of their skirmishes. At one point he'd dragged a full-grown deer back to camp--Bucky didn't know how the dog managed that--and they'd had fresh meat for the first time in months. He'd even saved their lives, once, sinking his teeth into Bucky's shirt and not allowing

Oh, he loved the access he had to Bucky as a dog. He got to sleep in his bed, lick and nuzzle at him whenever he wanted, and he got the best ear scratches. But Bucky was human, with human wants, and Steve wasn't letting anybody touch Bucky except for him. He pointedly got between Bucky and any other human, male or female, not allowing anyone to get close enough
