Do you get whiteout conditions on the freeway there? That's what really freaks me out -- when there's nothing but white outside the window when you do get it clear.
Freeway white-outs are very rare here, because we are sub-tropical, but we make up for it by having 60% of drivers completely freak out if it rains really hard. It's like they lose their minds? Sometimes the rain is such that you really need to pull off the road with your hazards on and not keep driving, and the variety of response to these conditions is alarming. You'll see a hundred cars doing 20, 5 pulled off the road, and 3 guys doing 75 in the left lane, whipping around the slowing bulk of traffic.
So, bottom line, thank goodness we have virtually no real white-out conditions, because drivers here are not capable of handling that kind of thing.
We get the blinding sheets of rain you describe, as well. There's a section of the 401 where white-outs can be quite regularly enjoyed. I used to have to pass through it frequently, and became accustomed to having to use the force to find my way home. Extremes of weather aren't required for the motorists to lose their minds around here, however.
