Lol I downplay because its just a bit intense and unless I am doing a photoshoot I dont think I should have eyes that intense haha.. I am weird like that.. but thanks for the tip, i will try to play around with those tones!
Why not go for a brown or navy liner just on the top line and only use minimal mascara on your top outer lashes. They also make mascaras in browns/navy/plum/clear for less intense looks. I suggest sticking to eye shadows within your skin tone and keeping things minimal.
For hazel or green eyes I've seen that purples really work wonders to help bring them out. Since you want subtle, how about an eggplant eyeliner? Smudged along the upper lashline and with lots of black mascara it will look natural while still making your eyes stand out.
For under eye circles you will need a concealer. A department store or Sephora can help find you a match for color.
If you're looking for a foundation and worried about break outs you might consider loose mineral foundation. I've been using Everyday Minerals semi-matte finish foundation for years and I really love it. It actually doesn't irritate my ridiculously sensitive skin!! Never feels like I'm wearing makeup, doesn't look cakey, but still provides enough coverage to even out my complexion. It's also pretty inexpensive compared to other mineral makeup.
