Is the NCIS quote somewhere online, or do you just know it from memory? (I definitely have quotes from my fandoms memorized, so this is curiosity, not mocking.)

From what I've heard about House, the hospital does sound like the sort of place that would announce Normal Friday out of sheer exasperation. Then it would have terrible trouble enforcing it.

Well, naturally. Something like a patient's head exploding would have to happen just to irritate Cuddy because of course House's department can't conform to anything she says.

Definitely not Gibbs and probably not Tony. I'd say Ducky for no reason other than the fact that Ducky doesn't get nearly enough love in this fandom.
