i'm not trying to be snarky and i really enjoyed this post, but i don't see the bad service. seems like mostly bad neighbors. the landlord sent out people to fix the boiler multiple times when it went out. it kept breaking so you decided to stop paying rent and returning his phone calls?
did you ever say anything to the landlord about the upstairs bathroom not working?

Mostly, the problem lay in the fact that he kept hiring these men (I think there were two) and they would come, look at it, and leave. And in the end he stopped sending people. When it's a little apartment building full of people without heat, one shouldn't be so uncaring about it. We informed him about the bugs and the bathroom. He made the poor maintenance guy pay from his own pocket for supplies to fix things under the context of reduced rent. The maintenance guy was really nice and his mom was like 90, so them brun without heat was also worse than just us being withou it :(
When we found our new place and told our landlord who we used to rent from, he told us our landlord has a notorious reputation for renting junk apartments. :( essentially he was a slum lord.

And this is West Virginia. One of those places where someone always knows someone else who is kind of handy or thinks they can fix anything... Whether or not that is the case. LOL

It's bad service because when you put a house or apartment on the market, there is this thing called an "implied warrant of habitability," which means that you are making yourself responsible for guaranteeing it to be habitable. In a place that has cold winters, an apartment without a working furnace is not habitable; if the furnace consistently breaks down to the point where tenants are relying on space heaters, or, God forbid, their kitchen stove, it's the landlord's duty to replace it, and if he can't afford to replace something so essential, he shouldn't be renting property.

While we did feel bad for not paying the rent, in reality it was only two moths that we didn't pay, and the middle of the 2nd month we moved out. He was a nice guy and we hate stiffing people, but honestly after four months of being cold we just wanted to either have something done or to leave.

See my comment above also :) there are always cases of people who say they are handy and can fix anything but then can't. The two men showed up within the first two months then none were called after that. We later found out that the man who was the maintenance man there even moved out because it never got fixed. I assume it did now since other people live there.

The landlord is responsible for hiring people who can actually fix it. If he was hiring inept workers, or just wasn't paying them to replace the broiler the bad service is with him. Any decent landlord would hire someone else, a different company, if the others weren't fixing the only source of heat in the apartment during winter. I think OP was well within their rights to withhold rent since the place was not habitable.

somewhat OT, but want to know how to get rid of roaches without using poison? put bay leaves in the kitchen, in the cabinets where the food is, behind the stove, near the garbage can, anywhere roaches hang out. They hate the smell of bay leaves and will go away. I haven't had a roach in my place for almost 20 years.

I am so lucky we don't now. I wish I had known that! Behind/beneath the sink there was this huge hole in the wall which we thought may have been a main entrance point, but we could need seem to spray enough...
Do you think the bay leaves deter other insects? We have an earwig problem here :/ and a bee problem. I grow lavender, oregano, mint, parsley, sage, rosemary, and thyme ;)

The most horrific time was when I went to mail something and as I pulled the package out there was a roach on it D: I could have just curled up and died right there. Disgusting.

I'm not sure if it's skills or my lack of any other Internet... I love living in the country but I'd pretty much Sparta boot a kitten for some real Internet some days.
