Eleanor Estes, The Witch Family. No movie/etc., as far as I know, but it's a book about making things happen by making up stories.....lots of potential as a kind of....methodological primer?
The E. Nesbit books, particularly the trilogy that begins with Five Children and It (http://en.wikipedia.org/wiki/Five_Children_and_It) -- there are TV/movie adaptations for those. Plus, out of copyright!
Sesame Street is infinitely watchable and has good characters.....I suspect that one is already on your radar though :)
My son when he was three was very addicted to The Spice Girls. We watched the One Hour of Girl Power video hundreds of times. Not a narrative, but a lot of great song and dance, and appropriate for your little girl.
When he was seven he wrote his first fanfic (Supernatural). :P
Maybe she would like Pinky and the Brain? I forget how old he was when we went through those.
He is also an artist, so he loves cartoon books: Calvin and Hobbes, Peanuts, Garfield, and Roz Chast are his favorites. :)
Our favorite books when he was little were all the different Beatrix Potter books. We've now been to visit her house in the Lake District, which was amazing, and he adored it (he's now 14). Also we loved Frog and Toad. So I would recommend every single Beatrix Potter book very highly. :D

My favorite Oz novel is Ozma of Oz. So fun!!!
